建築物管理條例》授權業主立案法團,去監察大廈管理人提供的服務及用作管理和保養工程的開支預算。業主立案法團作出的議決必須由各個單位的業主投票通過。當法團成立後,大廈管理人便要對法團負責,而法團亦有權解僱大廈管理人。
